People coming under new disability categories can finally get certificates from hospitals
People with thalassemia, haemophilia, sickle cell disease, etc, will soon be able to get disability certificates from specified government hospitals across India. These were earlier not given to them for lack of guidelines.
RPWD 2016 added 14 new categories of disabilities
The Social Justice and Empowerment Ministry has framed guidelines for the assessment of 14 disabilities which were added for the first time in the Rights of Persons with Disabilities Act, 2016.
These new categories replaced the previous Persons with Disabilities Act 1995. The rules to implement the new law were framed in June 2017 but the guidelines for assessment and certification of disabilities were not immediately framed. This has now been addressed.
Many patients are being turned away due to lack of guidelines
Hospitals, which have been designated to issue certificates, say that every day they receive one or two patients who suffer from new disabilities. They were being turned away in the absence of guidelines from the ministry.
Disabled candidates complain that they are unable to get the benefits of reservations due to the lack of disability certificates.
