That may not necessarily be the case. Remember that not all children mature at the same rate and learning cannot be rushed. Some children need more time to be ready for the academic standard of their age level.

It is recommended that you do a complete physical evaluation of your son with a paediatric specialist, like checking his eyes and ears. He might need glasses for instance. If he has a tendency to get ear infections, that should be looked at too.
